I think the idea of this is to create a continuous route from the side street on the left (blocked by a stored motor vehicle) to the right.

The central area is a disastrous maze of one way streets, but with plenty of on street parking areas. Ideally the whole lot should become two way for bikes - obviously - but the conservatism shown in this pathetic example shows just how big that challenge will be!
